Perhaps it has more to do with solid defense than anything your player could control? Just a thought

DR is ability to create the shot
IS is the ability to make the shot.
If you are missing the shots, you need to consider what tactic you are playing (LI/LP will have your players try to get inside a lot more than a RnG/Motion), and who is defending him. You can drive all you want but if a great defender is guarding him, he would miss most of his shots.

Have you taken into account defence?
PGs are usually in a position where the opposition PG don't have defence as well so even with pitiful IS, you are up against something like atrocious ID. The fact you are able to drive to the hoop and try a layup proves that the ID of the opponent sucks, otherwise your player would not have tried it in the first place.

I can tell you that my two DR-proficient, IS-awful guys miss more layups than a respectable, respectable guy and a pitiful, strong guy. It does seem stupid to drive if you have a small chance finishing at the rim, but from what I've gathered a lay up is considered a better opportunity for a high drive player. There are of course many factors like zone D, where you guard end up laying up over a C for ex. so it's hard to measure it. But if you look at FG% among guards with very high DR and poor IS it is quite low.
