Just limiting their minutes won't help if you start them in both league games and Cup games.
If they exceed 75 minutes total they will not improve game shape.
Your best players are playing over 100 minutes a week
that's way too much

Try to start your best players only twice a week.

i think that 14 players is the best choise to manage minutes.your best 5 starts the 2 championships games in the week,your backup players starts as backup for all 3 games,with scrimmage,and your 4-5 scrubs starts the scrimmage.ofcourse u can change the order if u have problem with a players minutes,like fouls or injury.with this system you will take 60-70 minutew for your 10 best player,and around 30-35 for your scrubs

champ game1 starters backup
champ game2 starters backup
scrimmage scrubs backup
