It is the minimum salary you have to pay in a week. For example, even if your player salaries total up to 69000, if your player salary floor is 80000, you will have to pay 80000 so essentially you are wasting 20k a week. This is used to prevent easy tanking or else a manager can cut down player salaries to say 20k, get like 250k a week, tank for a season, and then buy all kinds of studs off the TL. Tanking is still possible though, but it has to be done with the attendance money.

For Division 3 or below, the player salary floor is 80 percent of the TV contract.
For Division 2, it is 100 percent of the TV contract so if your actual salaries are below the TV contract, the income/player salaries cross each other out.
For Division 1 , the player salary floor is 120 percent of the TV contract.

P.S. If your player salaries are more than the salary floor then you have to pay that amount so say that if the floor is 70k and your salaries add up to 90k you have to pay 90k.
