From monday to wednesday, especially from 8 to 3 pm (in your country). You should check the transfer list on any chance you got.
A good advice is to check the users logged at the moment. any time you see less than 500 users at the time, you'll get more chances of a bargain.

The completely opposite is for saling a player ;). try to put the player on sale so the biding finishes on game days.

No idea! Check on any web that has different time zones and try to log when Europe is between 1 to 6 am. There you'll face much less competition.
The key here is patience. If you rush, you'll pay more. Play it cool and you'll get a fair price.

If you want local players, try to log in the morning, you'll have less competition in that matter at least.
In Argentina, I got the best local bargains from Monday to Wednesday from 8 am to 2 pm local time for example.-
