There's also the training planner on the USA offsite tools that will do this for you (it's based on Josef Ka's coefficients of course). SO select what the final skills will be, and you'll get the potential cap value, and you can compare it to what his potential should give him. Without knowing his other skills, it's hard to know if he could be capped. But with trying to get to 13 in a primary skill, it is possible a starter would cap before getting there.
