It gives a boost in merchandise, U21 players dont give as much as a boost as NT players, the higher your player's salary, the bigger the boost, and its a bigger boost when he is from your country, not as significant if he's from a foreign country.

It is actually based on a lot of things but if you have a foreign U21 player the benefit is trivial. If you have a local NT player with a massive salary playing meaningful minutes the benefit is very impressive.
