Cap out your Arena while in lower div. Then buy up young US talent HOF'ers in either bigs or smalls which ever you prefer to train, then fill out your roster with high value vets from the US.
Spend the season hardcore training and move up again through the Divisions with the best platform whilst putting away cash along the way. You only need to replace the vets as you progress through the leagues, your trainees should grow with you.
