I totally agree!
First of all, I think this should be implemented when possible. It's not an urgent improvment, but I think this game should be like NBA, because those are the best rules and examples we can follow.
As in NBA there are 30 teams and lottery is 14, here we have around half the teams 16 so we should have around half the lottry size too, 7 or maybe 6...

I don't like it because if you scout for the
1st draft choice and you get the 7th,
then the scouting points are worth nothing and you wasted them.

I can live with some random, I don't like when the random takes over. The draft is already random enough, if we shuffle the teams too, then almost no team will have interest in investing in scouting points.

I like it but it must be just on the top 3 picks. It's unfair if they win the championship + 1st pick. Haha xD

Nope.
The draftees are generated randomly every season in every league. Of course the generation is not entirely random, but some seasons you can find 3 MVPs + 1 hall of famer, and the next season you can barely find 1 MVP. That's random.

The lottery should be for the top 4 picks (worst 4 teams). You could also break it in to pods.
4 worst teams draw for top 4 spots. next 4, next 4, next 4. This way the draft benefits the teams it should. The team who finishes dead last should not have to suffer by getting the 6,7,8 overall pick. You could also adjust the pods so that the top two teams auto get the last 2 picks. Top 4, next 4, next 6.

its not a bad idea, but i just don't see the point and here is why.

Go have a look at your leagues draft history - and look in round 1.

Look at the preference that everyone got. 99% of the time, people got their 1st, 2nd or 3rd preference in the first round.
If I look at my league, last seasons draft, only 3 teams DIDNT get their first preference (they got their 2nd or 3rd).
The previous season - 6 teams didnt get their 1st preference, but they got their 2nd and 3rd (and the person drafting last, got their 4th preference)

Season 25 - only 2 teams didn't get their first preference, but they got their 2nd.

Point im trying to make - is that teams generally get their first preference anyways - SO even if you had a draft lottery, it isnt going to change anything, the team that picks first/2nd, 3rd, 4th, last, is still very very likely to get their first preference.

So why have a lottery? If you going to pick 5th and still get your 1st preference, then who cares if you pick 5th, or 1st, or 2nd, or 6th.

Make sense?

"Lottery for the top 4 picks only" sounds good ...

But I think the rest ( pick 5~48) should be in order, just like the same as right now.
