Hm, I actually haven't followed real sports in a long time. Does that rule also affect the standard last minute practice of wrapping up the PG at half court in a close game, even if he's good at the line, or is it just about using fouls to prevent shot attempts?

Have to say no. BB players with bad FT rating will shoot anywhere from 0-20% with low training / low starting skills. Too dominant of a defense

Yeah, I know. But why add a tactic that's Hated in real life basketball to a system with already somewhat flawed ft? Too many players have low FT (I'm not talking 20%, I'm saying 60-70%) that would make this too much of a strong defense. idk, I just feel like if you want your team to do better defensively you train defense in this game, and not rely on fouling poor shooters. Just my two cents.

I personally like the "Hack-a-Shaq" defense in real life basketball. I think it's embarrassing that someone is a professional basketball player and cannot hit free throws.

Flawed really wasn't the right word. I'm just saying that it takes a decent amount of time to train FT if you want to shoot 80-85. All of the young guys wouldn't get FT training until their primaries and secondaries are done being trained, which could take them into their mid twenties. 7+ seasons of "hack a Shaq" on this player because he shoots a brutal 40% from the line would really hinder the teams ability, and I know everyone at BB wants to encourage training especially for NT. Yes, I do know that players have low ft in the NBA and around the world but it is uncommon. There's only a few players like deandre Jordan or Drummond. In BB, there are plenty of players who shoot FTs like these guys, and it is a lot more common. So I wouldn't really say flawed is the right word, but FTs in BB are a little different than shooting a FT in real life, and were talking about a real life strategy that's already disliked in organizations like the NBA.

I think it would be better if the minimum FT rating was somewhere around 30-40%, but that would take too much balancing and too much work for it to be worth it for BB imo, unless some defense like this came out. Also, unless FTs become very effective in the game or something that is implemented that makes FTs stronger, then I don't really see a point in training free throws while I could improve a main skill. You're right, it is my choice on whether or not I train my FTs, but I don't think it should be possible for someone in this game to shoot under 20% in the line.

Anyway, this is turning into a whole different discussion than what the suggestion is about. Im still very strongly against a hack-a-Shaq defense in BB, probably because I think it is a poor tactic in real life and boring as well. Even though, yes, professionals should be able to hit free throws, it is still a cheap strategy that does not involve any skill which is why I do not like it in BB. I train OD, ID, and SB, not the "Foul the worst FT player" skill..
