I'd be fine with a requirement that you need to field a minimum of 5 players to have a legal lineup for a game. However, I agree with you here. More than that would require the training system to be redone.

Minimum of 9 so that training isn't affected.

Minimum of five reflects the training system. Not everyone is training 1 spot, so minimum of 9 is highly likely messing up 2 or 3 spot training, whoever feels the need to use them.

I don’t pretend to understand the nuances involved in training here. I’ve been to practices where position specific skills were worked on, but never where only part of the team worked out and the rest got no value added for the work put in. If the training is set up so that having more than 4 players show up for a scheduled game is a handicap, then is it pretty obvious the way training is set up needs a critical examination. Having a full paid roster seems like a very basic requirement in the organization of a professional basketball league.

The GS limits seem very realistic to me. Overcoming that requires a deeper bench, which is what I believe managers are trying to avoid by short staffing scheduled games.
