Yep. Arena first and foremost.
If you find a reasonable level 4 trainer, hire him, so you can train draftees that will form the backbone of your team in the future.
One more thing: exploit your draft pick position when you can. If you pick early, scout players with good defense (takes longer to train) and spend enough points to know their potential (4 stars minimum). Personally I put anyone with below 4 star potential at the bottom of my list. I'd rather take a chance on getting a random superstar+ than guaranteed mediocrity. Good luck, and enjoy the game.
