I disagree, because;

1) New Countries would have had to have been around at least three/four seasons, making them not so new.

2) It would be down to the teams from those new countries to be able to afford to buy decent enough players to train.

3) Even if they did train foreign players well, it would be up to their current NT managers to decide whether or not their good enough, and if their not, then how exactly does that make them equal to older countries?
