Invest anything you can in training.

Investments in training include reasonable trainees, optimised training slots and coach. If in doubt about best affordable quality of (existing) trainees better upgrade them. Any compromise in trainees/training will cost a lot of money and performance.

Normally the same for coach, but we see a change in the staff-system, so no valid advice at the moment.

Any other investment has a slower (and lower) return. Postpone it. Seriously.

You have a chance of getting a pretty decent draft pick position. Are you scouting at all?

Yes, I've been doing some scouting. First week I think I put the minimum, then since then I've been doing the maximum. Is there any good established strategy for this? Since I likely will have a decent pick, should I be dumping the max possible into scouting from now until end of the season?

Not sure, I usually scout 2-3 player per week. But I'm in a higher division and will probably have a pretty bad pick.
