I think it´s random when you enter a new division, but otherwise based on tight games in the past. I got the team that knocked me out of the playoffs, but he got an other rival.

And if you've just been promoted/demoted/just created your team and you've never played any of the teams in the league before i assume it's random.

It's also worth noting your rival will always be in your division.
