They normally don't tell the coach which strategies to use either. Sometimes they do but that usually ends with the coach leaving for a different team and the players having a mutiny. Phoenix won't be recovering from that mistake for a long time.

Thinking about this year Golden State Warriors' lineups this should be an answer to all questions why this or that player didn't play at all:)
