But I use him as a Small Forward but I am trying to but him in the U21 team next season so can I still train him to become a player of an U21 player

Get him at least prominent ID and RB, in your position I would use also his already high SB and get it into min. prominent as well. If you will do 1 phase training, you could end with his inside skills like this before he will be 20y old, so you can freely focus on HA, OD, PA, JS...

However Im not sure about national team. Im currently solving same problem, but I was lucky during draft to have basic skills on decent level:

pretty nice, u play him at PF? he could be a really good PF though his handling and OD should increase,of course together with the inside game stats...but really good material

Yes, I´m playing him at PF. I´ll give him a couple of one on one training later in the season, so HD should increase a little, but I think his OD will be really tough to train...

much better,looking like this, at the PF,small forward with JR 1,dont think so,waste of time,u should play him at the PF postion,and he could be good,of couse age,and height play a role
