I figured i'll train his Inside things later on, to get like 1-2 pops in each.. other than that i'll try to make him an outside-focused SF because of his height

outside focused sf is the correct answer. but you must train inside firstly.. he is already very low height if you will train him inside skills after 20 21 it gonna be very hard to level up.. i think you must train him inside skills now......

The only thing I am worried about is his low potential and him hitting his cap when he is 20 years old. He will be a great player for me but I think it will limit his chances of making the U21 national team. I am going to keep training him as a PG.

Maybe you should be balancing all of his outside skills and not just Passing and Outside Defense. Try to make him more well rounded.

I do have plans to make him a little more well rounded, but in my long term plans I want a pass first/ defensive stopper PG.
