I think that the closest thing to what you call fatigue is the game shape.
The highest level of game shape that a player can have is 9 and it changes from week to week on training day based on the minutes he has played during that week. (At 9 game shape, a player will play at his best)
Usually the suggestion is that players play roughly around 55-70 minutes per week, but that depends on stamina also, and the effect of too many minutes can also be eased with sport psychologist or a doctor with the right specialty (don't know how it is called in English).
TSP is Total Skill Points, the sum of the players skills levels. It just helps to quickly estimate a player. It splits to guard skills (top 6) and "center" skills (bottom 4), not including stamina and FT.

If by fatigue you mean that if player gets tired during a single match at later minutes, then it is simply the stamina skill.
