No. Because in this way You could say to Your league opponents (by external messenger) that they have players which have chance to play in U21. Then they would create propoer advertisement. Then You could say that these players have no chance ;-) And Your league opponents will be fined ;-)
It doesn't matter whether You are going to do that or not. It only matters that it is possible. And it is enough ;-)
AFAIK You are supporter of conspiracy theories of world ;-) You should know, that in my theory, everybody, who is talking about conspiracy theories, is element of cospiracy ;-)

I understand the frustration as the U21 coach, but advertising and lying are close friends. And besides, if you watch the NBA you'll hear all sorts of similar garbage from team-based commentators (although, I admit, they're not "selling" anything), like "Amir Johnson is a future All-Star", "Darko Milicic can pass like Vlade Divac", "Rasual Butler is a great shooter",...

could you please explain how does "future of nippon u21" state that the player is a u21 player?

IN extreme obvious case of lying, then punish.

It's hard to define frontier between extreme lying and non extreme lying. In previous posts I described possible case when NT coach want to call only players with funny names. It isn't forbiden, and it could be interesting for community, so I can imagine candidate with similar plan starts in elections and win it. And then player with TSP=140 but with typical name would have no chance to play in NT, whilst player with TSP=40 but with funny name would play in every match ;-)

No. Still You don't understand essence of issue.
We should have laws but they should be only good laws.
Why do You want to create this rule? It's simple. Because You don't trust that other manager has good intentions. In the same way I don't trust that You (or all other U21 managers) have good intentions ;-)
You should look at rules from broader perspective. Rules should not for You, rules should be for everybody ;-)
