Probably 1 (maybe 2) will promote



For sure 4 will promote to fill up III. league, as III. league needs 256 (16 x 16) teams and there are 1.024 teams in IV. league.
In other words: all the semifinalists will promote!

They have added 16 leagues more in IV (and if it´s necessary, they will add more) :/

Probably yes. The IV division will come back to have 64 leagues and if there are more than 1280 teams, they should be send to V.
