Sub levels are included in skill level though for example all things being equal a player with respectable 7.7 in rebounding will rebound better then someone with 7.2 in rebounding.

Don't forget the players that have been trained this season vs. the ones that haven't: A player might have received multiple skill ups, without his salary having been raised accordingly (yet). I think it's hard to tell a players ability by his salary this time of the season.

no, this is possible. For example, a player that is trained this season and get's pops-up, and another one, that is not trained, but is better.First player, after a while, will have the same skills than the second one,but a lower salary, because the salary update is at the end of the season.
