The "100%" is a rounded number. 5 seats unsold aren't going to make it round down to 99%. This is the intended behavior here, and I don't believe it is a bug.

Like BB said, the number is rounded up. If you worked it out on a calculator it would be between 99.5% (or 99.01 depending on what method they use to round) of seats sold and 100% of seats sold.

Lower youre Luxury boxes prices and you will see that you will sell more than 5 seats.
