The effects of PR managers are not fully understood, so you will be making a risk by taking on a higher level than 2, which is the minimum needed for a specialty. Anything else right now is based on speculation since a study has not been completed.

Edit: Just think about it... PR manager fails to impact attendance or merchandising, leaving you without the money to buy that back up player. Then your poor starter has to earn too many minutes and ends up with a drop in GS. That's a pretty incredible indirect impact if you ask me ;)

Seriously, he was explaining that maintaining GS on his NT player has kept him from winning as much as he could have. This led him to inquire about potential economic benefits of a PR.

i had lvl 4 pr manager for some weeks his salary was 11k, i kept wining 10-0 atm, and with manager my income was /~160k, without 148k~ so not rly worth having one, it actually makes me earn like 1k more so 0.6%:D
