*Example*

You train JR and that gives you 0.5 skill points of JR. Your player was at 4.2 skill points of JR (low sub-level).
4.2 + 0.5 = 4.7 (no pop)

You train JR and that gives you 0.1 skills points of JS (secondary). Your player was at 8.9 skills points of JS (high sub-level).
8.9 + 0.1 = 9.0 (pop)

while the numbers might not be correct this is the point of sublevels. His JR did improve, although it doesn't show any improvement. When a skill is used in the game, the actual skill is used, not just what you see. So your player did improve his range more than he did in passing, it is just now that you see that he is better in JS than he was last week while no improvement is shown in JR. However he still is better in JR. However if you list the player players have no idea about the sublevels of a certain player so the improvement in JR (which is significant) won't affect his transfer price, while his little improvement in JS is going to improve his transfer price because people don't know whether he has a 9.0 or a 9.9.
