Average is a tough question. What I would do is focus on making the best possible player rather than worrying if he will be good enough for div II. Worst case scenario is he gets to good and you are forced to sll him, in which case you will make a solid profit.
If I owned him I would focus on adding a few pops in OD and passing. After that I would focus on getting a few more JR and JS pops.
