I think this is a good initiative, and the BBs do not have to work on it, so they would not be taxed.
However you need to find some DEDICATED people, and from experience I know taking jobs like this is always harder than one first expects. It might be fun at first, but we need people who will continue doing this and will not put it aside after 3 editions.
Therefor it might be best to start small, and maybe stock some articles to fill up for lesser times. Just a tip for the ones doing it...
If you could find the right people I think this could be a rewarding initiative!
