They could also make something with the formula, make the JS cheaper, so people could more focus on it and play outside tactics and their salary will not going up much as now.

JS 14 JR 13 = 50k salary
JS 20 JR 16 = 160k salary

Its just an example of skills on one of my players, the second outside player is too expensive to have him in a team.

This is where we hold them!

I have built an outside based team with what i would like to say good players in it. But im having a real hard time beating teams with even lower salary then mine.

Your team is extremally unbalanced and I bet it is reason. I saw many times that balanced team can beat unbalanced team with doubled salaries.

However there just are no ways of getting free skills in on an outside based team or skills that you can neglect and cut the salary of your team.
You have many ways to improve strenght of team without big impact on salaries.
IS, ID and SB are free for Your guards. ID and SB can help to stop inside teams, and IS still can add few extra points in game even with outside tactic. And even JS is very cheap for PG, it increases salary only by 2-3% per pop.
JR, OD, HN, DV and PS are free for You bigs and all of them are usefull.
However I think the best way is to equalize salaries between outside and inside players. Subtract one level of PS from Your PG and You can add +1 for all 10 skills of Your PF. Overall quality of team will be higher but payroll the same. And there are more salary efficient ways to improve bigs than training of all their skills.
Subtract two levels of PS from Your PG and You can afford to hire next big man or to double salary of Your most expensive big.

Yes, salaries of players aren't balanced. 5 player with highest salaries:
PG 157k, PG 145k, SF 88k, PF 62k, PF 54k.
Guards have almost tripled salary of bigs.
I think 2x PG 100k + SF 50k + 2x PF 100k should work better with less payroll.
Not sure how well the lower PA would work. Is this something you have tried? I feel lite flow is really important in beating high OD with outside offense.

It will work in this way: Currently Your guards have TSP = 120 or sth like that. If You subtract two levels of PS then Your guards will have TSP = 118 (TSP lower by 2%) and salaries lower by 25% (35k). You will have lower flow and less number of assists. I think flow will be lower by one, maybe two sublevels and You will have ~1 assist less per game. However You will have 70k more to spend to other players and it's more than enough to compensate worse flow in other areas (shooting, rebounding, defence).
Most expensive skill (PS) of most expensive players (two 150k PGs) always means the worst quality to salary ratio in team, no matter how important is this skill.

I am not so sure IS needs to be upped in PG and SG thow some consideration needs to be taken about that, but for me its clear that the biggest impact of the game so far is SF not paying IS.

It would be the same for a 20 passing inside player.

I love the game having free skills, adds to the value of the player without increasing the salary.

Sf free inside shot breaks the balance thow.

I still think small forwards are the key, they are the balance of the game. (or the unbalance in this case)

But while driving inside forwards are really cheap, shooting or spread the floor small forwards are very expensive. Also on the other end of the floor, Inside defense is also very expensive for small forwards. You see good inside teams with 3 mayor offensive players in C, PF and SF being the latter significantly cheaper. But that becomes really imposible for outside teams as outside based SF are very expensive.

If you change SF formula to make JS cheaper and IS as important as JS for the formula, suddenly you get an even playing field.
