Also, from personal experience, I've come to believe that if you promote without winning your league, you don't receive the attendance bonus, or if you do it is much smaller.

You'll get an attendance boost and also better overall attendance. Also you'll get a bigger challenge to prove yourself against better managers. You get more money and more fun too, what else do you want?
