As the previous user clarified with his quote:
ID will train faster if IS and/or SB are higher than ID
SB will train faster if ID is higher

Basically take the Coach Parrot Spreadsheet check which skill trains faster and go for that. If you rotate skills when they overtake each other in speed (assuming they fit your training goals) you should be able to maximise training.

So if you plan to train ID and SB (and punt IS) you start with SB because it's faster than ID. At some point ID's speed will catch up because of the elastic effect of SB on ID. At that point you probably want to alternate but you need to factor in secondary training as well.

If you plan to punt RB instead of IS then it's a trickier question, because training 1v1 (and IS with it) is probably a better idea than starting with SB (although SB is faster than any other inside skill training, it's not faster than 1v1 training overall).

Put you players in "MyData", then you can check the speed in "Calculators" and "Scout". In "Calculators" the training speed is broken down into its components, including the elastic effect.
