You need an elite inside defender and passer to play at PG and defend at C and then at least 2 SFs, one with a lot of IS and enough OD to be played at PF and defending at SF or PG.

This is the easiest way. Take a guy with 17+ ID/SB, 15+ RB and around 10 IS with 18-19 PA and play him at PG. Tide of Fire had a guy like that who also played for the Swedish NT and he was a stud defending at C (also got several triple doubles in D1). Then you need a highly skilled SF to play at PF with say, 18 IS, 12 ID and 15-16 OD to defend at SF or 17-18+ OD to defend at PG.

The PG will take fewer shots than other players because he has no DR and will pass all the time.

As Bigeasy said, these are expensive skillsets. Especially the SF is very hard to build and requires appropriate height, potential and initial skills. The PG however is not that hard: PA will be a problem to train up to 19 or more without pumping HA/DR, but you mostly need inside skills really. So pick a quite tall guy , 6'9'', 6'10'' but clearly the higher the better, with MVP or better potential and then suffer while you train PA without elastics. I reckon for this type of player you need low-ish initial IS although not too low, 7/7 HA/DR are desirable and so is high OD.

I wouldn't say HA is useless but almost. The skill that matters is PA.

Had a player with 1 DR and 1 HA and he had more assists than turnovers and scored more efficiently than high DR players. Also you routinely see players with 20 HA turning the ball over. The only real reason you need HA is to make outside skill training faster.

The guard I mentioned was this guy (28622847). I don't remember his skills but his PA was elite and his HA and OD were forgettable. You can see his Ast/TO ratio in his career especially before he started dropping.

HA training has to be the worst possible training available. At the very least they should change it to train PA instead of DR as a secondary, because as currently set it won't allow you to keep DR low.

I want to add that both those players are likely to be salary efficient.

The PG definitely should be, like any big built that way. The SF will also be provided that RB and other outside skills are kept under control.
