I wouldn't say HA is useless but almost. The skill that matters is PA.
Had a player with 1 DR and 1 HA and he had more assists than turnovers and scored more efficiently than high DR players. Also you routinely see players with 20 HA turning the ball over. The only real reason you need HA is to make outside skill training faster.
The guard I mentioned was this guy
(28622847). I don't remember his skills but his PA was elite and his HA and OD were forgettable. You can see his Ast/TO ratio in his career especially before he started dropping.
HA training has to be the worst possible training available. At the very least they should change it to train PA instead of DR as a secondary, because as currently set it won't allow you to keep DR low.
