I encourage those who are constantly training U21 and NT prospects to invest on lvl 3 on those infras, but it really depends on your budget and economy.
Remember that each level of those infras will have a 5k weekly maintenance fee. So for a lvl 3 gym AND a lvl 3 training court, you have to shell out 30k every week for the maintenance.
