for the record 22-0 perfect score doesn't mean automatic promotion, since there can be more than 4 of them. why is best performing teams can achieve promotion and finalists is not has to do with probably some finalists make fancy transfer moves towards to play-off's instead of early in the season, hence they outperform better ranking teams. So BB choose to reward better performing teams instead of 'one-game hero's I guess.
