That message is only for TIE vs CT games.

Normal vs TIE or CT vs Normal gives something like "Team A put more into this game than Team B"

Can this note also reflect different level of enthusiasm?

If my enthusiasm is significantly lower and both of us play normal, will it still say that both of us put the same effort?

The only thing that impacts that message is the TIE/Normal/CT for that game.

The enthusiasm differences coming in is irrelevant.
