I know it's kind of a catch 22, but you have a really small arena for a lvII team. I suggest cutting your wage bill by selling players, use some of the profits to invest in seats and then in a season or so you'll be able to afford those good players again. Other than that, you're in real trouble if you can't turn a profit at all.

Yeah - you have IMO too many players... and too small an arena... (for the league you are in)

You can either wait for the taxes to come down next season but the RIGHT choice IMO is to get up to 10,000 seats at any cost as soon as possible....

Get yourself a bigger income and if and when the changes take place you will surely be in an even better position.....

If you struggle to get your head around this or dont act then imagine how many teams have been in your position and did do something about it....

For every week you are not turning a profit you are falling behind anyone that is managing to.

My arena gives me a 30-40k pw profit over my salaries (players) my PR guy pays for my staff and scouting... and I get the Cup income (which although minimal - gives me an acceptable profit til the taxes are lowered).....

of the 140k you pay only about 70k are players salaries
you could save some money with cheaper staff

I'm also in II division but I managed to make about 100k profit this week.

My players take 72k and my staff takes 30k. And I put 10k on scouting. That's 112k.

I got little under 30k on merchandise and got around 155k from the home game. And then there's that 35k TV money. That's 220k.
