if his back-ups are much worse then the coach will not play them. In that case yes, putting him as back-up might work.
Additionally look at his driving, it might be prety low. Driving is perty important too when it comes to making baskets.
Last: 8 on 22 is'nt realy awfull. Not all shots he takes will be on the inside. He might make some jumpshots and maybe some outside shots as well, and I'm not sure he uses his IS skill for that. If he has very good defenders playing against him, he will also miss more shots, so it's not all depending on his own skills alone.
