It's a word-play. In russian word мяч (ball) sounds like меч (sword) in this phrase.
So, that means "Who will come to us with the sword (ball), will take death from the sword! (ball)" =)

The original phrase belongs to Alexander Nevsky - famous Novgorodian knight.

In my city, we have a church named in honor of Alexander Nevsky ;)
