There is a program which looks for ended auctions and executes the transfer, sometimes however it can't do its just immediately because something else is updating the database, so during other updates it can take a little longer.

ok so im in a bidding war for a trainer who it says has finished 15 minutes ago doesnt say i won the bid and im still able to raise although it says that he was finished sum time ago

i did like three times its not a problem now cuz i got a different guy later in the day but im pretty sure that someone put a bid down at the exact second the auction was ending so idk if that caused an issue

Actually, with staff transfers it's a bit different. Sometimes, if the transfers get delayed (as that one did), they don't show the red "Transfer ended on ..." text but just remain there as if you can still bid on them, but you can't (your bid just isn't accepted). You can always check if the transfer has ended by comparing the time of the bid (if it has passed, you bids won't be accepted anymore.
