I have a Lvl 6 PR Manager and I've had him since the beginning, so the PR manager can't be the cause of low attendance. Could it be a bug after all?

Looks like a bug to me to. The only suggestion I would make is to drop the prices of all your seats by about $2 and see if there is any change.
