I've seen other treads regarding that issue... Let's hope they learn from their mistakes... or they'll be out of the game soon.

I don't see problem here. There is no guarantee that this owner has no knowledge about U21/NT and there is no guarantee that U21/NT coach has this knowledge. These statements are only opinions and they could be wrong.

I can see how this can be annoying for coaches, but there is no rule that you can't have fake advertising. As managers who want to make money, they will use fake advertising. Ex. Foods like cereal don't need to have true advertising the only thing that has to be true is the nutrition fact. (kinda off topic)

I can see how this would be annoying for people like you but it comes very handy for others!

What kind of system? Maybe he is right and You are wrong ;-)
Or please imagine in some coutry election was won by user, who want in NT only players, which name is similar to "ass", "butt", "tit" or something like that ;-) And please imagine in NT is player who has total skill points = 30. And there is out of NT player, who has TSP = 140, but unfortunatelly his name isn't funny.
And owner of this player wrote advertisement that he was potential NT player. Then NT coach told him, that he was wrong, this player had no chance. In Your system this owner should receive warning ;-)

And what? Maybe You have worse knowledge about U21 than this user and Your opinion is wrong and this player is good candidate to play in U21 but You don't see that and decision not to call him is bad for Your U21. Why should he be panelized because of Your wrong decision?

What about like a "watch list"?

It would function as a small line below the quote saying, "this player is on the watch list for Nippon U21 (or NT)"

There could be up to, say 15? 5? 30? players on watch list, with no penalty for adding or dropping them. Maybe even be a way for NT/u21 coaches to bookmark the next lower level of players.

In the real world, you would be able to release a statement saying this player is not in your plans. But in BB, this is obviously not possible. Fake advertising is not forbidden and buyers have to be smart enough to figure this out for themselves.
I don't think there's something very wrong here. It's part of the game.
Agree with B.B.King above ^
