Actually any offense is good for your PG to get assists, as long as his Passing is much higher than everyone elses in your team, and all of his teammates are great scorers. It also helps if your PG has great HA and low shooting. More or less something like this:
(21180). Please notice this is an outisde tactic and not LP like someone above me suggsted, so it really is any tactic you choose.
But all things considered, you are asking yourself the wrong question. You can build a team where your PG will have 20 assists per game, but this will not necessarily ensure you wins. However if you don't care about wins, but only assists for your PG, knock yourself out.
