I was thinking if he tanked the rest of this season and all next season, he could drop down to Tier II with some nice trainees and plenty of cash in the bank.

It's actually a really nice way of rebuilding a team and honestly, in my opinion, the best way having decided to do that myself a few seasons ago.

Possibly true, I've managed to refresh my roster in a single season twice, putting a mil in the bank each time and being competitive again the season after. Next time might be more difficult mind and I might take the path of a 3-4 season rebuild. But not until season 30 earliest :-)

finding right english players is very hard... for example the 19yr almost 20 yr old MVP that has been on the TL for the last few weeks for about 1 million. he looks mostly untrained as well.

I tried and I tried, but I could not avoid financial crisis. I went all-out the last two seasons, and came up just short of a league title (and an extra million in the bank). As I entered the financial death spiral, I realized I could win enough games to assure that my team stays in the EBBL (thus I went for bankruptcy rather than an early sale).

Hopefully it pays off.

Sorry that I'm non-competitive for the rest of the season (or two)

Hang on in there mate, let me know if you need help finding / developing any players - there are a few good ones about, look up Tanner and Cunningham on our current U21 team, two players who have been half trained and are starting to look good.
