I don't think anyone knows for sure. But it would be worth a shot for your cup final, since they go pretty cheap on auction

This is from the game manual, "National Appeal: When your team is on the road, your opponents will have a slightly decreased Home-Court Advantage"

I'd assume it won't help, and it's pretty close to impossible to test out.
