Vadikolias, my former C who had 1 HA and 1 DR had no drops at 33yo and 34yo (with CE trainer). My other C, same age, had 6 or 7 drops, but mostly in outside skills. My other C also had almost 50 extra TSP compare to Vadikolias.
I think it's just down to luck although there is always the suspicion that higher skills drop faster when they do drop. I have never seen a skill below 9 or 10 double dropping (although others apparently did). Maybe Vadikolias did have some drop, but they were in HA or DR where he was already at 1...
