I'm still in favour of transferring the cup winner berth to the league runner up. If a 128 team tournament is going to require at-large berths to be given either way, you may as well give them to conference champions who just fell short in the final, rather than rely on the relative lottery that is world ranking more than you have to.

If they're good enough to compete, they'll make the final 64. If not, somebody had to make up the numbers.

Good idea! I like it!

Maybe to qualify for an at-large birth, you need to be one of the following:
-League runner up
-Cup runner up
-Former B3 champion
-BBM Tier 1 runner up
-B3 runner up (if not already qualified)

What do you mean by "former B3 champion"? Do the usual rules still apply, such as WR < 1000?

You don't want the qualification criteria to be too arbitrary, as it runs the risk of confusing a lot of managers if they are in the B3 when they weren't expecting it (or vice versa). It won't achieve it's intended goal either, as even league and cup winners may have sold up by the time the following B3 happens.

You might not be able to eliminate scrub/also-ran teams from the tournament entirely. All that can be done is to provide the best chance for 128 worthy teams to qualify, based on a consistent set of criteria that primarily rewards performance from the previous season (hence the transferring cup winner berth to league runner-up if one team does the double suggestion). World ranking is fine in some situations, but it is also based on 2-season performance, increasing the chances that a high ranked team is past their prime by the time they get the invite.

I agree : keep it simple and clear.

1) all reigning first division champions, national tournament champions, BBB champion, BBM 1st tier champion qualify. That's 126 teams at most, probably less.
2) make a pool with the runner-ups of all these 1) champions, add all former BBB champions, rank them by WR and take all the top teams to fill the 128 spots.

Fair and simple.

This is ok for big nations
For micro nations only 1 team to be considered
