Now... if new guys started in div III - where they could beat up on bots... that might help. No-one minds winning, and when they first start - it doesn't matter that it's bots. You can build a team, and hopefully compete.

I think we are riding a dead horse here. BBs have certainly heard about this suggestion (which is like two years old now).

Perhaps... but only by hearing "it's-still-an-issue" will there be a chance of some sort of solution ever being implemented.

You're bang on with this. I started in D4 where in just over 1 full season I saw exactly 1 semi-active team. This allowed me to learn the game engine, learn how to train and save money. Now I see that most new teams in my country start in D3. Getting routed in D3 would have been a terrible way to start my experience and I'm positive it would have been a far more difficult climb. For many others, I would imagine after a couple of 75-100 point routs they might even up and quit.
