Since you put it that way here goes:

In the new system, are we able to scout specific positions and/or individual characteristics (e.g. scout PGs only or scout 7 footers with PG characteristics) ?

For me it would end the frustration of finding out at season's end that, although I train guards, most of the money spent on scouting went to scouting PFs! :P

You wont be able to specifically target that information before scouting, but you will be able to see the most likely position and approximate height for players after doing the appropriate scouting.

You know how in the old system the draft list was released when the playoffs start and you have 3 weeks of managing your list. In the old system the scouting update that occurs with the Monday financial update was for next season. In the new season can we gain scouting points every week up until the draft or is there a cut off date for the next season like there was with the previous one?

This means we are going to know the age of the scoutee from the get go or do we have to spend a point or two to know this?

According to the original news post, age & height are the two things you get from the combine, so you'll have to spend 10 points to learn this, but you get it for all the draftees.
