That worked for me.

As a general guide (For Windows XP, I have 7 set to Classic control panel mode, not sure of the exact placement on the newer style)
Go to Control Panel / Region and Language Options
Click Customize next to language type
Click the Time Tab
Select 'hh:mm:ss tt' instead of what is likely set to 'h:mm:ss tt'
Click OK
Click OK

Try again.
