No it doesn't. If the code doesn't reflect NBA stats, it needs fixing. Mind you, I'm an artist and you're a scientist, so arguing the semantics could take a long, long time. Not least because the words have different meaning to logical thinkers that they do to empathetic-oriented communicators. Yes, 'fix' can mean mend, it can also mean to put in good order - and shot blocking is currently out of order. Recognising that, identifying it must be improved upon (better?) and anticipating the final position is good Game Theory.

Then how is it that i have a colosel SB player that blocked 3 in one game and also a SG with respctaple SB that blocked 3 times it the same game with less min played? realistic? NOT!!!

There is indeed no need for a spectacular rise in block shots, overall it may remain the same. But what is wrong in my opinion it is the distribution.
Players with bad shotblocking (timing/technique/reaction time) should make a lot less blocks, and even get a foul on some attempts to block. This should affect especially the PF/C, because they have more blocking attempts in help defense.
The high skilled shotblock players should make the most blocks and are less likely to make a foul. They know when to try and when not, better timing etc.

Offcourse this also depends on the opposing players, but according to the reactions of multiple players the shotblocking skill has not the value an independent stat should have.

a compromise solution could just be to scrap the blocking skill at all, and adding 0.25 levels of ID for every level of shot blocking above "average". dunno, might make sense.

that's the way i liked it(cit.)
