For a PF, I'd spend more than one season on secondaries between years 18-20. Maybe it's not the best U21 strategy, but it's the best for creating a unique and valuable player who helps your team. If your player is tall, it's easier to train primaries at 22+ than it is to train secondaries. I think I'd actually argue that you should spend at least 60% of the time training secondaries in a PF's first four years, depending on his initial build, height, and potential of course.
