8 weeks scouting @ 10k = 16 players
6 weeks scouting @ 20k = 18 players
16 + 18 = 34 players
hmmm that seems a tad short of the 48 players in the draft. Good maths skills :P

Lets assume Team 1 spends 40k per week to uncover 4 players at a time (which is the quickest way).
This means that Team 1 would spend 12 weeks of the season to scout every player once.
This = 480k and would "apparently" reveal all the 5 star players (Are you meaning they have 5 stars worth of skills? Because this cannot be determined on 1st scout).
